APRA’s decision to keep the mortgage serviceability buffer at 3 percentage points is a timely reminder that loan approval is still being judged on resilience, not just today’s advertised interest rate.
The buffer requires regulated lenders to test whether borrowers could still manage repayments if rates were materially higher than the loan rate being offered.

The decision is an extension of an earlier consultation period, and it matters because serviceability settings directly influence borrowing capacity. Even if the cash rate eventually moves lower, applicants should not assume their maximum loan size will automatically lift by the same amount. Lenders still need to assess income stability, debts, living expenses, credit conduct and the proposed loan structure.

For households, the practical impact is straightforward: the gap between what feels affordable in a monthly budget and what a lender will approve can remain wide. A borrower may be comfortable with repayments at the current rate, but the lender’s assessment must allow for a higher stressed rate. This can be particularly important for first-home buyers, refinancers, investors and anyone carrying credit cards, car finance or personal loans.

Small business owners should also pay attention. While APRA’s buffer is focused on residential mortgage lending, many SMEs rely on property security, director guarantees or personal income to support business borrowing. If the household balance sheet is already stretched, that can flow through to business loan options, especially where the business is newer, income is variable, or recent financial statements are uneven.

The key takeaway is preparation. Borrowers can improve their position by reducing unused credit limits, consolidating expensive debts where appropriate, keeping financial records current and avoiding multiple applications in a short period. It is also worth modelling repayments at higher rates before applying, because the approval test is designed to look beyond the most optimistic scenario.

For anyone planning to borrow in the next few months, the message is not to panic, but to be realistic. Strong applications are still being approved, but lenders are rewarding clear documentation, stable cash flow and sensible loan structures. In a market where policy settings remain cautious, knowing your numbers before you apply can make the process faster, less stressful and more productive.
